1. Where can I get a copy of a birth certificate, death certificate, or marriage license?
  The Bureau of Vital Records has records on file of births and deaths in South Carolina from 1915 to 2001 and marriage records from July 1950 to 2001, divorce records from 1962 to 2001, DHEC Building, is located at 2600 Bull Street, Columbia, S.C. 29201, (803) 898-3630.
   
2. How to have a vehicle registered in Richland County, moving to Columbia from another state?
  First go to the Auditor's Office, which is located on the second floor of the County Administration Building at 2020 Hampton Street to obtain a prepared bill, the bill is taken to the Treasurers' Office so that the property taxes can be paid. Then you will have to go to your local DMV office to apply for registration tags and title, or you may call 803-737-8350.
   
3. Where to call to register a complaint on a business?
  Call the Better Business Bureau at 803-254-2525, or Consumer Affairs at 803-734-4200, to report the business.
   
4. Where to go for dirt, mulch, or compost?
  It can be purchased at East Richland Sewer District, 704 Ross Road, 803-788-6351.
   
5. How to obtain a burning permit?
  Call the Forestry Commission at 1-800-517-9638 permit number and then call 803-748-4657.
   
6. How to get an animal spayed and/or neutered?
  Contact the Humane Society SPCA, 121 Humane Lane, 803-783-1267. The fee depends on the size of the animal.
   
7. How to adopt a highway?

8. There is a squirrel, raccoon, snake, skunk, opossum, pigeon, woodpecker, bat, rabbit, fox, etc. in my attic, yard, or in my house, who can I call?
  In South Carolina, control of nuisance wildlife and animal damage is the responsibility of the individual property owners. The South Carolina Department of Natural Resources (SCDNR) provides the public with a means of obtaining assistance with nuisance wildlife problems. These individuals and companies are in the business of wildlife control and they do charge a fee for their services. Call Wildlife, Richland County Animal Control Officers can not go inside the home or under the home, for liability purposes
   
9. Who to call for additional streetlights or if a street light is out?
  South Carolina Electric and Gas, (SCE&G) 803-799-9000. There may be a fee applied to your electric and gas bill each month for an additional street light.
   
10. Who do I call if a traffic light or traffic signal is not working properly?
  The Department of Transportation is responsible for all streetlights and school crossing and caution lights. Call 803-737-6974.
   
11. How do I adopt a pet?
  Call the City of Columbia Animal Shelter 803-776-PETS (7387) or call Pets. Inc. at 739-9333, they are located at 300 Orchard Drive, West Columbia, S.C.
   
12. How do I obtain a business license?
  For any person or business doing business in the unincorporated areas of Richland County, a County business license will be needed. This can be obtained by visiting the Richland County Business Service Center, located on the first floor of the County Administration building at 2020 Hampton Street, Suite 1050. The website is www.rcgov.us/bsc. The phone number is 576-2BUS. The amount of the fee will vary by type of business.
