The governing bodies of the City of Columbia, Lexington County, and Richland County, in order to pursue their joint interests in providing a public conference facility, and as authorized by Article VIII, section 13 of the South Carolina Constitution, hereby establish the Convention Center Commission. The Commission shall determine matters of policy relatives to the design of the facility, the selection of architects, engineers, and construction managers and the award of the contract for construction of the facility. The Commission shall be composed of fourteen (14) members to be appointed as follows: three (3) members shall be appointed by the Richland County Council; three (3) members shall be appointed by the Columbia City Council and five (5) members shall be appointed by the nine members so appointed, from a slate to be prepared by the Greater Columbia Chamber of Commerce and the Columbia metropolitan Convention and Visitor' s Bureau. The governing bodies may choose to appoint members for terms of three years in which event initial terms shall be staggered.
