The Commission was established by Act 1114 of 1960 and Sections 2-326/2-328 of the County code and consists of five members appointed by the Governor upon recommendation of the County Council. The terms are five years and members must be electors or residents of the district. At least one member must be a resident of each incorporated municipality within the district. The purpose of the Commission is to exercise and perform the corporate powers of the district prudently in its functions of constructing, operation, maintaining, and financing a sanitary sewage collection and treatment system throughout the district.
