The Planning Commission consists of nine (9) members appointed by the County Council for a term of four (4) years. All members must reside in Richland County. The Planning Commission generally meets the first Monday of each month. The function of the Planning Commission is to undertake a continuing planning program for the physical, social, and economic growth, development, and redevelopment of the unincorporated area of the County. Requests for map amendments (rezoning) will be heard by the Planning Commission. The Planning Commission is a recommending body to County Council. The Commission shall meet in the Richland County Council Chambers, Second Floor, Richland County Administration Building, 2020 Hampton Street, Columbia, South Carolina 29204, or any other suitable noticed location.

After Planning Commission has made its recommendation of either approval or denial, their recommendation is sent on to County Council, and is generally heard the fourth Tuesday of each month at the County Council Zoning Public Hearing. The Council shall meet in the Richland County Council Chambers, Second Floor, Richland County Administration Building, 2020 Hampton Street, Columbia, South Carolina 29204, or any other suitable noticed location.

The Board of Zoning Appeals is a quasi-judicial board consisting of seven (7) members appointed by County council for a term of three (3) years. All members must reside in Richland County. The Board of Zoning Appeals generally meets the first Wednesday of each month. The Board of Zoning Appeals shall hear and decide applications for special exceptions, variances and administrative reviews. The Board shall meet in the Richland County Council Chambers, Second Floor, Richland County Administration Building, 2020 Hampton Street, Columbia, South Carolina 29204, or any other suitable noticed location.

Development Review Team

The development review team shall review and comment on all major land development applications and minor land development applications as needed. The development review team shall review and comment on all major subdivision plat applications and shall comment on minor subdivision plats as needed. The development review team shall be appointed by the planning director. It shall consist of representatives of various departments within the county. The membership and operating procedures shall be as determined by the planning director. The planning director shall be a member of and shall serve as chair of the development review team.

A completed application and the required information for the Planning Commission, Board of Zoning Appeals, and Development Review Team must be submitted by the end of the month in order to give staff one month to review before the hearing. For example, if you turned in your application by the end of January, you would have a hearing in March.
