The Board was established under Act 1000 of 1928, Code of Laws of the South Carolina as amended, by Act 831 of 1971. It is also referenced in the Richland County Code of Laws, Sections 2-326/2-328. The Board shall consist of seven members appointed by the Richland County Council for five-year terms.
